Who We Are
The Assessor of Property’s office is responsible for cataloging and maintenance of 22,200 parcels of Hardeman County property each fiscal year.
Our primary responsibility is the assessment of all real property including land and building improvements. The office also lists tangible personal property, such as equipment, machinery, furniture, and fixtures belonging to a business.

The Assessor creates and maintains an individual property record card on every parcel of property in the county. These records are maintained in a data base in the computer assisted mass appraisal (CAMA) system. Specific records can be retrieved through use of a computer terminal available to the general public. Information contained on property record cards includes:
transfer data, including sales history (amounts, dates, deed volume and page #’s)
street address of the property
names of owner(s)
parcel identification number
address of owner(s)
subdivision name (if applicable)
lot # (if applicable)
dimensions of lot
acreage for larger tracts
construction types and components for structures (type roofing, foundation, etc.)
extra features of improvements (fireplaces, driveways, etc.)
value for improvements
value for land
overall appraisal for tax purposes for land and all improvements
assessment classification
overall assessment value

The Assessor’s Office maintains a set of maps of all properties in the county to keep an inventory of size, location, and boundary information. These maps are continuously updated using data from transfer deeds, registered surveys, and recorded subdivision plats. Hardeman County tax maps are used for assessment purposes only. They are created from property information recorded in the Register of Deeds office and represent no more than a graphic illustration of that information. They are not conclusive as to property location, size, shape, or legal ownership. Copies of all materials can be obtained for a reasonable fee per copy.

Owners of properties that meet the criteria for enrollment in the Greenbelt Program may complete the application, have it approved, notarized, and recorded in the Register of Deeds office. To be effective for the current tax year, the application must be completed and notarized no later than March 15.

Meet Josh Pulse
Assessor of Property
Josh Pulse has served as Hardeman County’s Assessor of Property since first being elected in 2012. In this role, he is responsible for ensuring fair and equitable property assessments across the county, maintaining accurate records, and providing assistance to taxpayers.
Before taking office, Josh owned and operated Pulse Real Estate, where he gained valuable experience in property valuation and the real estate market. His professional background and dedication to public service prepared him well for his current role.
Josh is a Certified Public Administrator through the University of Tennessee’s County Technical Assistance Service, an agency of the Institute for Public Service. He continues to build on that training through extensive education and professional development. He has completed certification through the State of Tennessee in Assessment Law, Basic Mapping, and Appraisal Fundamentals, as well as multiple International Association of Assessing Officers (IAAO) courses, including Sales Comparison Approach to Value, Mass Appraisal of Residential Property, Site Analysis, Income Approach to Value, and Fundamentals of Real Property Appraisals. Josh also regularly participates in trainings offered by the Tennessee Association of Assessing Officers (TNAAO), the Tennessee Comptroller Division of Property Assessments, and other professional organizations to ensure he is equipped with the latest knowledge and practices to better serve Hardeman County citizens.
In addition to his local responsibilities, Josh has been deeply involved with the Tennessee Association of Assessing Officers, where he currently serves as an Executive Board Member and has previously held the role of President. His leadership and commitment have been recognized with multiple honors, including the Outstanding Executive Board Member Award, the Outstanding Leadership Award, and recognition as West Tennessee Assessor of the Year.

Chase Antwine
Field Representative
Chase reviews each parcel in the county to maintain accurate and up-to-date property information for the state-mandated reappraisal process.
Melinda Bryant
Real Property Deputy Clerk
Melinda processes all deed transfers, plots deeds, and manages commercial and farm questionnaires. She also handles greenbelt applications and transfers of property through wills, divorces, and other conveyances, while providing assistance to taxpayers as needed. Additionally, Melinda earned the designation of Certified Public Administrator through County Technical Assistance Service, an agency of the University of Tennessee Institute for Public Service.
Martha Crossno
Personal Property Deputy Clerk
Martha manages all personal property accounts, maintains audit logs, keys and reviews property schedules, and researches new businesses through state licensing. She also assists taxpayers and helps ensure the accuracy of the county’s tax roll.
Ben Sipes
Chief Deputy and GIS Specialist/ Mapper
Ben oversees all mapping functions, including creating and deleting parcels, assigning land grades, updating property lines, and reviewing recorded surveys. He also runs state reports to verify parcel accuracy. As Chief Deputy, Ben assists with daily office operations and works closely with taxpayers, surveyors, and attorneys. Ben earned the designation of Certified Public Administrator through County Technical Assistance Service, an agency of the University of Tennessee Institute for Public Service.
Glenn “Bubbie” Yarbrough
Field Representative
Glenn is responsible for adding all new construction to the county tax roll and verifying building permits and fire reports to ensure accurate records.
